Overview

Applied Memetics LLC (AM LLC) is seeking a Program Analyst, Expert to provide on-site technical support to the Veterans Affairs (VA) administration. The successful candidate will support the Office of Information Technology (OI&T) to identify and remediate existing and future vulnerabilities.

-$3.1 billion budget (FY12) 
-Nearly 7,500 employees 
-More than 300,000 desktop computers 
-Approximately 30,000 laptop computers 
-Nearly 450,000 email accounts 

The Continuous Readiness in Information Security Protection (CRISP) program began as a VA-wide initiative launched in March 2012 to address MWs by concentrating on: 

-Managing appropriate access control for users and reducing out-dated personnel clearances 
-Testing contingency plans for data breaches 
-Providing information security training for users, contractors, volunteers 
-Developing initial baseline configurations 
-Improving data-center web application security

 

 

 

Responsibilities

An Expert Program Analyst must have have experience  managing Information Technology related projects. Must be well versed in life cycle and project management methodologies.  Must have experience in tracking costs, schedule and performance progress. Must be able to identify and mitigate risks.

 

Specific duties include, but are not limited to:

 

  • Provide strategic and operational program planning support to the OI&T, Department of VA for the CRISP Remediation Services Support (RSS) contract
  • Produce and author the Operation Management Report for VA stakeholders and the United States Congress
  • Actively participate and collaborate in Federal Information Security Management Act (FISMA) Audit Plan of Action meetings with stakeholders and other contractors
  • Actively participate in the Enterprise Cybersecurity Strategy Team  with the VA stakeholders and management
  • Participate in the technical steering committee, process improvement strategic team, and with the Integrated Master Schedule with the prime contractor.
  • Manage and supervise daily operation of the Applied Memetics CRISP team
  • Facilitate strategic business, operational, and market growth development for Applied Memetics
  • Manage projects by using life cycle and program management methodologies to ensure the projects are within scope and schedule
  • Provide technical and process recommendation for efficiency improvement of the program to CRISP RSS executive management
  • Establish performance metrics, track schedules, conduct audits, and measure performance
  • Interact on a daily basis with CRISP RSS executive management, project leads, project coordinators, and VA Domain/Plan of Actions leads
  • Conduct briefings for executive management and the function as the liaison to the VA Office of Personnel Management team

 

 

Qualifications

  • Bachelor's degree in Engineering, Computer Science, Systems, Business or related scientific /technical discipline + 10 years of experience 
  • 8 years of additional relevant experience may be substituted for education
  • PMP certification desired
  • Ability to facilitate and coordinate efforts with key government and non-government stakeholders
  • Ability to work with minimal supervision
  • Ability to obtain a security clearance
  • Demonstrates strong quantitative, analytical and conceptual thinking skills
  • Must work well within a time sensitive environment

 **Experience working in Federal Government environments is preferred.**
